Scroll all the way down the settings to get to the “Advanced sound options” and click “App volume and device preferences” In Windows 10, go to the “Sound settings” control panel setting (use the search bar to search for "Sound settings"). Run Spotify (need to have the app running). I fixed my problem by modifying sound settings in Windows only. I had a similar error with my Windows 10 system today trying to play music on Spotify.

I can get the web player to work if I restart the computer and start playing on web player only. On my phone, Spotify is not connected to any devices. It's a fresh install and has never been installed on this computer before. Every time I open the Spotify app and web player I get the error message:
